This chest seems to give VERY random loot.
Coordinates for PC (TDT console command):

There isn’t a level …
There isn’t a level cap. If all your skills are at 100 then just get into prison for a while then some of ur skills permenantly lower so u can raise them again to lvl up more.

it’s a player …
it’s a player designated spot. You can click on the map (Xbox, ps, pc, doesn’t matter) and set yourself a rally point or destination.

Normal highest …
Normal highest level is somewhere near 50 (maybe 47-53). It depends on your main skill bonuses. More bonuses means lower top level.

um my highest is a lvl 28 but like my 1st guy i ever made sorta thing
second is a lvl 20 100 congeration n basically got from lvl 15-20 in 10 mins its easy i might make vid on power lvling its really easy if u chooose right skills but i wna know wats the higest level? u can get n also ive been to almost every place aswell

If you want to make …
If you want to make sure that save testing works, then fast travel to Varondo (or find it first and fast travel there AGAIN). That’s how you make sure you are in RIGHT ZONE. Don’t move. Wait 3 days and save. Now follow video’s instructions from 0:37.

I’m not quite sure …
I’m not quite sure what you mean, but when you test loot (or you don’t), take loot with you and leave the place, chest is filled again after 3 gamedays. You never know what is inside next time.
If you go too near before saving, you can’t test loot, so read annotations.

Then you should test loot. I wrote istructions for it.
Mods are modifications (houses, items, quests, landscapes etc.). You can download them and use them on Oblivion PC version. Go to Tes Nexus to find mods.

It’s possible, but very very unlikely. There is so many variables. Did you save exactly where I ask in annotation? This saving place must be most near location from chest in 3 gamedays. If you are closer and then go to Varondo, you can’t test loot. Sorry my english.
